SPECIALIZED INSTITUTIONS AND AGENCIES
As the reach of the EU has broadened and deepened, the work of its more specialized institutions—and the pressure for the creation of new institutions—has grown. Some have been there since the early days, while others have been set up more recently in response to new needs. As their number and authority increase, so the EU increasingly takes on the trappings of a federal administration of Europe.
Box 9.2 Specialized Agencies of the European Union
In addition to the institutions discussed in the body of the text, numerous agencies have been created by the EU to deal with specific aspects of its work. Listed in order of their year of creation, they include the following:
•European Centre for the Development of Vocational Training (CEDEFOP; Thessaloniki, Greece, 1975).
•European Foundation for the Improvement of Living and Working Conditions (EUROFOUND; Dublin, 1975).
•European Satellite Center (Madrid, 1992). Analyzes satellite information in support of EU foreign and security policy.
•European Monitoring Centre for Drugs and Drug Addiction (Lisbon, 1993). Provides information on drugs and drug addiction that can be used in antidrug campaigns.
•Translation Centre (Luxembourg, 1994). A self-financing office that helps most of these specialized agencies with their translation needs.
•European Agency for Safety and Health at Work (EU-OSHA; Bilbao, Spain, 1994). Provides information in support of improvements in occupational safety and health.
•Community Plant Variety Office (Angers, France, 1995). An independent agency that is responsible for implementing EU plant variety rights.
•Office for Harmonization in the Internal Market (Alicante, Spain, 1996). Responsible for the registration and administration of EU trademarks and designs.
•European Food Safety Authority (Parma, Italy, 2002). Provides independent scientific advice on issues relating to food safety.
•European Aviation Safety Agency (Cologne, Germany, 2002). Promotes civil aviation safety in the EU.
•European Maritime Safety Agency (Lisbon, 2002). Promotes maritime safety and pollution prevention.
•European Railway Agency (Valenciennes/Lille, France, 2004). Promotes an integrated and competitive European rail network.
•European Centre for Disease Prevention and Control (Stockholm, 2005). Works to strengthen Europe’s defenses against infectious disease.
•European Chemicals Agency (Helsinki, 2007). Manages the registration and evaluation of chemicals.
•European Institute for Gender Equality (Vilnius, Lithuania, 2010). Information clearinghouse.
